Here's my take on this:

• Short talk hours are 50 minutes. You can allocate that as:
• 5 x 10 minutes
• 3 x 10 minutes + 1 x 20 minute
• 1 x 10 minute + 2 x 20 minutes
• 2 x 10 minutes + 1 x 30 minute
• 1 x 20 minutes + 1 x 30 minutes
• 2 x 25 minutes
• etc.
• We need the database of talks to be correct which is why we need each short talk to be labeled with the correct length: 10, 20, 25, or 30 minutes.
