Your mirror was delisted (but still probed) because of timeouts.
Every 4 hours we pull a random 1M to 3M file from mirrors to
assess exactitude, availability and speed. In your case, we are
always timing out.
Even from my workstation, this is what I see:

With that low transfer rate, we won't have much success with your
mirror. Sorry.

Hi,
Your mirror will be automatically listed and used by
Eclipse once we've determined it to be stable and
accurate. It will also be delisted automatically
(temporarily) if it's unreliable and does not contain all
our files.
We use geolocation to redirect our users to mirrors close
to them. It's accurate enough, but we cannot force users
in one country to use a specific mirror.
