It depends a bit on which open source project you would like to contribute to.

A good starting point is: https://projects.eclipse.org/
If you click on any project there, you will usually find links to the source code repositories (often on GitHub). From there, the repository typically contains a CONTRIBUTING file (or CONTRIBUTING.md) explaining how to contribute, how to build, and any project specific requirements.

If you are specifically looking at contributing to the Eclipse IDE ecosystem, which is often the case on this mailing list, you can also start here:
https://github.com/eclipse-ide

This is the entry point for new contributors and provides more targeted guidance and “where to start” pointers for Eclipse Platform, Java Development Tools, PDE, Equinox, etc.
