Not yet.
 
Where are they?

Good question, maybe they've been intimidated by all the specifics of Eclipse contribution process where most other projects standardize on the same process (GitHub, SemVer...). I think this is one example of what makes contribution barrier too high for some contributors - but not the main one, I admit.
 
And, whether the increase is 100 or 1 or 10, it needs to be known.

All other projects naturally increase by 1, so +0.0.100 is an Eclipse oddity that's not natural to potential new contributors.

But, sincerely: I don't think it's that important and it doesn't deserve spending so much time on it. I was mostly in a trolling mood when I started answering that thread.
