For those who did
not (yet) read the endgame plan, here the two important rules for RC1:

All fixes submitted
must have a project lead or PMC vote on the bug report, and the fix must
be reviewed by an additional committer (any committer other than the one
who made the fix).

We have 4.9 RC1 scheduled on Aug 31, 2018. Please refer to the freeze plan

Here is the schedule:

Aug 29, 2018, 8pm EST	Wednesday	API and feature freeze, 4.9 RC1 candidate build
Aug 30, 2018	Thursday	Bug verification and Sign-off 4.9 RC1
Aug 31, 2018	Friday	4.9 RC1 Promotion and contribution to SimRel
