[eclipse-dev] Obsolete explanations for performance degradations

Discussing with Frederic, I realized that our performance test infrastructure does allow for one explanation to be carried over for subsequent releases. This means that if you mark a test as grey today, you can ignore it for the next 5 years, since further regressions will automatically be accounted by the obsolete explanation you did set once upon a time.

I propose that the performance infrastructure resets the explanations at the beginning of each cycle, so that obsolete reasons are automatically ignored.

This would likely require that when setting an explanation, one has to associate it with a version. So next cycle, the performance infrastructure would ignore explanations for non matching versions.
