Yesterday, during the planning meeting, we discussed the ongoing debate on
license files.
In case, you haven't read the thread below, the debate is over, thanks to
the foundation proposing an alternate solution much more lightweight.

Technically, the PMC will handle it directly, no extra action is required
from component owners.
