[eclipse-dev] process for post M5 API changes

 M6 will be the API complete milestone.

The following process was agreed upon
 in today's architecture call for post M5 API changes.  This
process applies to both new API and changes to existing API.

-One vote is required per API change
-Please send the change request to the
newly created Eclipse PMC mailing list

-Response is expected from a member
of the PMC within 24 hours.
