This is not the correct place to be asking questions like this.  For end 
user questions please use the newsgroups.
As it happens, I am in the process of writing such a plugin: 
http://users.tpg.com.au/tazza_/jira/ it is not yet listed on the eclipse 
plugins site.

There is a commercial plugin that is rather cheap, but i couldn't get it 
working.
