[eclipse-dev] Commit rights for John Arthorne






John Arthorne has been assisting the Platform UI Team since it's 
inception, first as a member and then as the Core-UI liason. He has and 
continues to contribute siginificantly to the development of the workbench 

and so I would like to propose he become a UI commiter.
