[eclipse-dev] Change in Core team's Bugzilla components

The Platform/Core component in Bugzilla will soon be removed. It will be
replaced by:
- Platform/Runtime: bugs related to OSGi and the runtime, prefs, content
type, jobs, etc
- Platform/Resources: bugs relating to the workspace and resources

Defects against OSGi and dynamic plug-ins are now to be reported against
Platform/Runtime. The Equinox product in Bugzilla will be used to report
defects against the new Equinox work. (as described in Jeff's email to the
equinox mailing list)
