[eclipse-dev] Preferences and M8 -> M9 migration

The location where user preferences are stored was changed shortly after
M8. For integration builds between M8 and M9 there was conversion code to
handle this change. Unfortunately the conversion code was broken in M9 and
this was not discovered until today.

This means that if you were previously running M8 and switch to M9 without
running any of the integration builds in between, then your user settings
will be reset to the defaults. Your workspace will be fine in all other
respects.

Note: Preferences set in a Eclipse 2.1 workspace *are* correctly converted
in Eclipse 3.0 M9.
