If I had to guess, I'd say you've run
into bug 48839 (https://bugs.eclipse.org/bugs/show_bug.cgi?id=48839).  If
you shut down your eclipse session, delete your eclipse/configuration directory
and restart you'll probably see your plugin.

Hi All,

I have extracted the Lomboz plug-in to
<ECLIPSE_HOME>/plugins directory and when I restart
eclipse, I am unable to unable to find Lomboz plug-in
when I go to Window->Prefrences. What am I missing
here ... ?
