The I200312162000 build is good for testing from Core's point of view.

Workspaces can now have pretty much any configuration of runtime plugins in source, binary, external, ... and runtime workspaces appear to work fine. Thanks to the PDE and Update teams for adapting quickly to the changes in the startup sequence.
