At the JDI layer, we fixed bug 22168
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=22168). When establishing a
connection to a VM, we now respect the user specified timeout value.
However, this does not look like it is the cause of the test failures.

The timeout exceptions in org.eclipse.jdt.core.tests.compiler were
reproduced locally (so they are not due to a slow test machine). It looks
like something changed in the JDI layer. Can someone from JDT Debug
confirm
this?
Since the tested functionality is not currently used in the Eclipse SDK,
these failures don't affect the quality of the build. The corresponding
tests will be disabled for next integration build (i.e. I200312161200).
The other test failure in org.eclipse.jdt.core.tests.model is believed to
be a Platform Core intermittent failure (see
https://bugs.eclipse.org/bugs/show_bug.cgi?id=46889).
