Definitely yes, everything modifying resource or using IWorkspaceRunnable
is slowed down by an order of magnitude.

A defect has been opened against PDE
(http://bugs.eclipse.org/bugs/show_bug.cgi?id=32464) that plug-in import is
order of magnitude slower with RC1 build. Could it be related (as a result
of the slower build times, since plug-in import has a build as the last
phase)?

Platform/Core fix for bug 29137 has huge penalty, we (JDT/Core) entered a
defect (32475) with a proposed fix for it.
In the meantime, don't blame JDT/Core for slow Java build times <g>
No question, we need a rebuild.
