This is my fault. I didn't check that this class (internal class) was used
outside of JDT/Core when I moved it to API. See bug
http://bugs.eclipse.org/bugs/show_bug.cgi?id=22358.

The fix is simple:

Replace:
import org.eclipse.jdt.internal.compiler.util.CharOperation;

with:
import org.eclipse.jdt.core.compiler.CharOperation;
