Yes 2.1 M1 contains all the fixes that where in 2.0.1. It may not yet contain fixes that are being made to the 2.0.2 stream. I suspect with the time constraints and amount of work being done in 2.0.2 the update team will leave forward porting until 2.0.2 ships.
I'm sure someone from Update will correct me if I am wrong <grin>
