Looks like this was an issue with an old workspace.  I committed my code to
CVS and started with a fresh workspace.  Now, I seem to get plugin sources
in my plugin project automatically as I should.  Sorry for the false alarm.
I should know by now to try with a fresh workspace before reporting a
problem.
