I'll proceed with option 2.

I would definitely go for Option 2)
Step 1) We have no ongoing development activity on EclEmma. So we can
keep https://www.github.com/jacoco/eclemma as is and also generate the
current website from it.
Step 2) We create a new repo at eclipse.org (clone, cleanup, whatever is
required) and do the project setup including a plain "EclEmma" website
with Eclipse foundations infrastructure.
Step 3) In parallel to Step 1 we create a plain www.jacoco.org website
(without EclEmma content) and go live with it.
Step 4) Once we have everything up and running at Eclipse (website,
updatesite) we handover *.eclemma.org to Eclipse and transfer issues to
Bugzilla. https://www.github.com/jacoco/eclemma will become read-only.
In any case we need to avoid any disruption to our services - the
support requests will kill us.
Does this make sense?
