[ecf-dev] Proposal: ECF 3.12.1

Hi Folks,

I propose that later this week (e.g.  1/6/2016) I build and release ECF 
3.12.1.   There is one bug from platform that requests this [1], and 
we've fixed a couple of other bugs since 3.12.0 in December [2].

But perhaps more important than bug fixes, I've been doing quite a lot 
of work over holidays with the OSGI remote management APIs on github 
[3].  See the first new item in the draft 3.12.1 New and Noteworthy for 
an explanation of what is now present and working [4].

Also:  I've created P2 features for the Remote Management Eclipse Host 
and Client in the screenshots[4], and will build/make them available in 
some location prior to 3.12.1.

If you have any objections to 3.12.1 happening this week, or have 
something you would like added or addressed prior to 3.12.1, please 
speak up right away.
