[ecf-dev] httpcomponents 4.1 provider contribution

Hi Folks,

I'm happy to report that there has been a new contribution to ECF...an 
ECF filetransfer provider that uses httpclient 4.1 (a newer version of 
httpclient than is supported currently).

Here's the bug for this contribution [1].  Httpclient 4.1 usage as an 
ECF provider has been desired for some time, but no one has been able to 
get to it before now.

For ECF committers or contributors:  please consider helping me out with 
reviewing, revising, testing, documenting this new provider...first by 
joining the bug [1], and then by coordinating on that bug to complete 
the review and testing.

And a hearty 'thank you' to Thomas Joiner for this community contribution.
