This typically occurs when the delta pack does not match the eclipse
version. I.e you installed Helios but not the Helios delta pack.
For product builds, do not build from the IDE you are running but
create a separate installation that you use as target. Drop the delta
pack in this installation and use this to build after setting it as
target platform in the preferences.
Delta packs can be installed from downloads.eclipse.org/eclipse/downloads

If it's a bug at all, it's most likely a bug in PDE build (not in
ECF). I would bring it up on pde-dev at eclipse.org and see if
there is any insight available there.
WRT the absence of eclipse.exe...do you have the check box selected
on the product configuration Overview tab that says: 'The product
includes native launcher artifacts' ?
