[ecf-dev] Capabilities for ecf ui and examples

Hi Folks,

One of the required elements for the Galileo simultaneous release is the 
use of capabilities.  Here's our bug to that effect:

Would some other committer be able to address this requirement?  I 
believe all that is involved is to create a plugin with capability 
definitions to enable/disable our UI contributions (basically the 
Communications perspective...since we have very little UI).  But others 
may be able to give more detail (e.g. zx or Remy).

Would some committer more familiar with the Eclipse capabilities be able 
to assign themselves this bug and address it?
