Re: [ecf-dev] ECF to move to tools (from technology)

At the current stage, I don't really see ECF as providing too many
"tools" per se so I'm indifferent about this move and am not sure if
we really fit in under that umbrella.

I'm also not sure as to how moving to "Tools" gives us any more
visibility than being in any other top-level project (minus the
'Eclipse' top-level project and maybe 'Web Tools'). Maybe it's just
me, but I look for tools by searching, I don't go to
www.eclipse.org/tools to look for tools.
