Does that means that next Eclipse release will be officially shipped
with e4.2 ?

The reason is that 4.2 is where
all
major new feature development is happening in the Platform. The
3.8 version
is focused primarily on stability and bug fixes. I believe most
projects
contribute their latest release to the release train each year.
Please don't hesitate to enter a bug against Eclipse Platform if
you are
seeing a problem that occurs when running your component on 4.2
that doesn't
happen on 3.8. They should be fully compatible, and unless you
are using
Platform internal code that has changed between those releases,
you should
be able to run on either one.
