I have seen this error several times and have had users report issues with this:

!MESSAGE Connection to http://mirror.cc.vt.edu/pub/eclipse/windowbuilder/WB/release/R201106211200/3.7/plugins/org.eclipse.wb.core_1.0.0.r37x201107060849.jar failed on Connection refused. Retry attempt 0 started
The jar file is different but the server is always the same. Is there an issue with the server?
