I was about to say you were wrong ... but, giving it a try, I do not 
see it in the list of mirrors, such as 
http://www.eclipse.org/downloads/download.php?file=/webtools/updates/&format=xml 

[So, I'm wrong instead!]. 

BUT, I do think it is used by p2, but intentionally 
hard coded to always be tried last.

Would still be interesting to analyze, just to see how hard it is, how it 
goes, 
what kind of results, etc., but I'm pretty sure no statistician would say 
that'd be representative of the whole population.
