I do see the software in the RT category when installing new software
(and have for a while), so the P2 features are working fine.
Where I'm not seeing it is Eclipse packaged as part of a Eclipse
download archive(package/installer). From:

OK, not important (I used the predecessor TopLink some time ago and
perceived it as an OR mapper based on JDBC. Hence my expectation of a
database tool). The thing that matter is, I do find the features but
you don't. So the question now is, exactly what update site are you
looking at?
Furthermore, the wiki sites stated that the categories were used for
the p2 site. Nothing was mentioned about their being used to
determine the package a project was organized into.
The categories are used to control the 'Group items by category' in
the 'Install new software' wizard. Not sure what you mean by 'package'
in this context.
