[cross-project-issues-dev] outage of bugs.eclipse.org for Mylyn users

Mylyn access to bugs.eclipse.org is currently broken due to the following
bug:

205249: blocked config.cgi access has broken Mylyn clients from accessing
bugs.eclipse.org
https://bugs.eclipse.org/bugs/show_bug.cgi?id=205249

This outage affects the significant proportion of users connecting to
bugs.eclipse.org via the three EPP packaging using Mylyn (or any other Mylyn
distribution).  Some users have already perceived this as a broken Eclipse
Fall Update so I wanted to give cross-projects a heads-up.  

We are still waiting to hear back on that bug report and the corresponding
bug 196056.  For now we have sent an update to our mailing lists and
newsgroup and posted the outage on the Mylyn homepage in order to try and
prevent the onslaught of bug reports.
