While, I think the issue the EMO originally wrote about was a processing error and, in fact, has already been rectified for the Config project -- I wanted to point out that any project committer can nominate other committers at any time. Once someone has a committer role on a project, that person can be nominated for a Lead role by any existing project committer. The election process then takes place and if the election succeeds the nomination is successful.

This is all described in the Eclipse Foundation Development Process document.

Committers kick elections off by clicking the 'Nominate a Committer' or 'Nominate a Project Lead' links under 'Committer Tools' on the right side of the Project page (e.g. Jakarta Config). These links are only visible if you are a) logged in via Eclipse account (click 'log in' at the very top of the page) and b) a committer of the respective project.

If you aren't a committer and want to be, reach out to someone that is already listed under 'Who's Involved" tab and collaborate with them about how you can get nominated. Successful candidates will probably have collaborated with the existing project committers in one form or another. The requirements vary from project to project and that's why outreach is important.

With respect to the recommendation for Mark Struberg -- he'd first need to become a Config project committer. Then, he'd need to be elected to Lead status. All of this is certainly possible, following what is outlined above.

Something must have fallen through the cracks...  The Project Proposal for Jakarta Config clearly stated Emily and Dmitry as project leads:

Hi,

 

The EMO has made the PMC aware that the Jakarta Config project is missing project lead(s).

 

Please make nominations on the https://projects.eclipse.org/projects/ee4j.jakartaconfig/whoto get elections initiated.

 

However, if the project creation form did contain project leads (I seem to recall that Emily and Dmitry were proposed) then it is probably just a simple mistake by the EMO. Let me know if that is the case so we can get it sorted out.
