[concierge-dev] 1.0 release review

I would like to announce that we have started the process of getting a 1.0
release review scheduled. You can find the current review plan here:

If the release review concludes successfully we are planning to have our
first release at the end of this month (October). Exciting!

Since it will be a 1.0 review we also plan to request graduation from
incubation status.
