The patches that are about aren't configurable enough to be committed as is. Simply disabling all refresh is too draconian as various bits of CDT assume that the workspace tree is in-sync.
There are a number of bugs which propose improvements to the sync issues and making it better / more lightweight. It's something that's on our high priority list, so I'm hoping to get some time to work on this soon. If we had core.resources support for async non-blocking refresh (which just requires some plumbing to the existing refresh manager:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=313673) we could make the CDT end work much better.
