[cdt-cloud-dev] NPM organization and bot

Hi everyone,

Fyi, I've created an NPM organization `eclipse-cdt-cloud` with a member account `eclipse-cloud-bot`, which is controlled by the Eclipse Foundation. Thus, the Eclipse helpdesk can generate tokens for this bot, which they can add as a secret to the CDT.cloud github repos, so that we can publish packages from Github actions.

If you want to add publishing for any of your CDT.cloud repos, please feel free to use this bot. You'd just need to file a ticket in the Eclipse Helpdesk to get a token added as a secret to your repo.
