              (and archive.eclipse.org) was done
              under the (apparently incorrect) assumption that content
              is added but not frequently changed. I believe files are cached for no more than 10 minutes. 
 In your CI build, you can use the http header
              X-Cache-Bypass: true to bypass the front-line cache. The
              header should also trigger a refresh. wget -S --header="X-Cache-Bypass: true"
              https://download.eclipse.org/tools/cdt/releases/9.8/compositeArtifacts.xml

                  served is not the file on disk.
