| AFAIK, it's still incubating.
About the graduation process I've checked with Wayne a couple of weeks ago. As we have several components, we would need to do a global release (maven plugins, web services, aggregator / p2 checker, shared feature licenses...) all at once to do a graduation review.
It's on my TODO list to coordinate such a thing, but not high priority.

The project page at

says "incubation".
Is that true? I thought I recall it graduated with the release of
cbi 1.1.0?
Just asking. Fine with me either way ... I just thought maybe an
oversight.
If not an oversight, perhaps the release of 1.1.5 should also be a
"graduation review"?
