    We should exit incubation.  I think it is time.  With new committers
    for the plugins, the maturity of the server code and the relative
    quality of the translations, I think it is time.

          translations for each language are not 100% complete, and
          probably will never be by release time. And, the completeness
          for each language varies a lot! There are many languages that
          are less than 25% complete. We have to set the expectation
          clear, so that users of the language packs do not think that
          the Babel translations are bad quality. It's just because we
          don't have enough participation for some languages.

        - Do we believe the quality of
          the Babel translations are good enough for general
          consumption? (I'm proud to say I believe so :-)). 
       
     
    I haven't heard otherwise, and we know of others who are using the
    Babel language packs as a basis for their own commercial products. 
    Whatever glitches may be can easily be fixed by the community. 
     
    
      
        - If we have to release
          together with the release train, which is the busiest time for
          many Eclipse development teams (including Denis and I), can we
          commit to this release schedule? I think I can work around my
          schedule to handle this. Denis, how about you? 
       
     
    Actually, the month of June is relatively quiet for me, since most
    projects are done building for the release. End of August/Early
    September, on the other hand, is just plain impossible. 
     
    So, from my side, I don't see any major blockers for releasing in
    the June timeframe if you are capable of performing your usual
    release duties at that time.

          In essence, I think it would be valuable to our international
