[automotive-pmc] Next Steps for Eclipse SommR and Eclipse ArchE Projects

Dear PMC, 

We are writing to inform you about the current status of the Eclipse SommR and Eclipse Arche projects, which have remained inactive since their inception at the Eclipse Foundation.
We recognize that the challenges hindering progress are external to the projects themselves. Given the prolonged inactivity, the EMO is proceeding with a termination review for both projects. The intention is to temporarily archive the projects and their associated resources until conditions are favorable for their reactivation.
When the time comes to resume work, we will ensure that all project assets are fully restored without requiring a complete re-creation. This approach will allow for a smooth and efficient restart of the projects.
