Scratch my last post.
Found a way around the problem:
1) Installed IBM's Enterprise Calisto Eclipse distro 
2) Installed BIRT (dependency)  via Callisto Discovery Site 
3) Installed ATF using atf-0.2.1-v200704051500.zip.
All works now.
Great product!! Finally I can bring all my AJAX development under one roof / IDE! Huge!
Fingers crossed that the JQuery folks will hop on board soon and provide integration.
