[wtp-releng] No M2 this time

Hi folks,

As I have been unable to solve the build error that bedevils the Web Services build, I can't get a full build assembled for a WTP 3.26 M2.

For anyone curious, it's an error we haven't seen since we were moved from the old JIPP to JIRO and its Centos 7 image, where none of the available JREs is seemingly chosen to use to run the BVT. There are a lot of bundles in Web Services still building against J2SE-1.4 (!), which does not appear to be supported under the available Centos 8 agent.
