I've loosened the version constraints
for o.e.emf.ecore in HTML UI.  I think the tight range was accidental.

Sorry for not checking first, but 
I did update the EMF prereq to "the latest" and appears a few
bundles have had a minor increase to 2.7. 
I can always revert to previous pre-req if teams need more time to react
to and investigate the widening of the range ... 
but hopefully our ranges should have been wide to begin with? Do we not
use all API from EMF?

  The latest wtp-R3.3.0 build has lots of compile errors. I dug through
the log to find them so I am reporting them here in case someone isn't
already fixing them. The first one I hit was because o.e.emf.ecore upped
its version to 2.7.0.

[build-wtp-wst-sdk] [eclipse.buildScript] Bundle org.eclipse.wst.html.ui:
[build-wtp-wst-sdk] [eclipse.buildScript]     Missing required
plug-in 
org.eclipse.emf.ecore_[2.6.0,2.7.0).


JSF also has compile errors again in the test build. These appeared 2 
builds back and will prevent the tests from running.
