Respin Request: Re: [wtp-releng] WTP 3.2 build: Smoke test failed for JS

As Gerry mentioned in the bug, it looks
like an NPE caused by no IHandlerService being available.  It's a
straightforward fix to check that the handler has been created.

Since this is blocking JSF from passing
their smoketest, I am requesting a respin.
