Thanks for letting us know. 

We ask everyone always smoke test, since
in theory, one of your dependencies might have changed such that you no
longer work, even though you didn't make any changes. 

But, it is up to each project (and component)
to decide what to test such that you are confident in our deliveries. 

I would ask, though, that "exceptions"
to the rule be documented in the smoke test page ... just so there's a
record of it there for others to see, if they are thinking of "picking
up" a certain build. 
For example, they might see a green
check mark for XSL, and the comment "XSL not test, but no changes"
and then be in a better position to decide if they want that build. 
Similarly, we has the overall project
can more easily see if a build should be promoted, or not, or if we need
to find someone else to help with testing?
