[wtp-releng] What to do about build.properties?

I'm sure some of you have noticed improved
"validation" of build.properties file in the upcoming M4 version
of the Platform/PDE. 

I've opened a general bug 297120 if
any of you want to use that bug in your cvs commit annotations as you fix
these items.

The bug also describes some cases that
should not be fixed (and hopefully error message improved in final M4)
such as "output=.". 

In fact ... where I have commit rights,
I may "fix" some of these cases, but I'll just commit to HEAD,
and the changes can be released the next time you have reason to release
it. 
(For the most part, the issue cause
no real harm, that I know of).
