[wtp-releng] Too many JUnit failures to request a smoke test.

What happened?!

For some cases, we've had failures all week. Please clarify why these weren't fixed, or removed.
org.eclipse.jst.jsf.core.tests.AllTests 3
org.eclipse.jst.jsf.designtime.tests.AllTests 1

And then in the final build, were these failures? Are these just some JUnit test issue? Or did
some fundamental code change?
org.eclipse.jst.server.core.tests.AllTests 48
