[wtp-releng] DTD and XML UI failures for 3.2-I

The failing DTD and XML UI unit tests were newly added yesterday. I think they are a result of the source files' line endings being different and throwing off positions. This will be investigated, but should not hold up any smoke testing.

I've also bumped up the version for org.eclipse.wst.sse.ui.tests as this was causing versioning errors for 3.2-I.
