[wtp-releng] CVS Permissions

I tried to commit to the Source Editing project a patch for bug 269600, 
but when trying to check the changes in, I'm getting a permission denied 
error.   I've checked to make sure I didn't check it out using pserver, 
and I'm fine there.

I suspect it's a group permission setting.   I think Doug is going to 
run into the same problem.
