[wtp-releng] Smoke test bug 251187

Hi,

Bug 251187 [1] was found during the
Java EE smoke test. It is a regression that causes a NPE during publish
on some user paths - for instance, it happens when using Run on Server
but not when clicking on the publish button or API calls from other components.
I'm still trying to determine which paths this affects, but since the fix
was simple I have released it. My guess is that it is pervasive enough
that we should wait and declare the next I-build.
