[wtp-releng] M build declared with limitations and status for this week

This weekly M build, 3.0.2,
has been promoted and is suitable to use as a target for further development.


There is, however, one bad regression that is being investigated,
see bug
245645. 

Remember this Thursday is our 302 RC1 build (which does
not mean hurry up and put in tons of code :)  but instead to make
it as much "release ready" as possible). 

There are still many features, and some bundles, that
need to have their versions fixed. (Recall, I'm asking Projects to handle
their own feature versions from now on ... I'm glad to help if asked,  but
need to begin to transition that knowledge/task.
