[wtp-releng] RC5 bug release - remove randomly failing test cases

Folks,

      We finally got a third PMC vote of approval (thanks, Tim) for
https://bugs.eclipse.org/bugs/show_bug.cgi?id=234409 so I just
committed/released the fix.  This fix comments two of our test suites (the
ones that have random failures), and as such, it should not effect any
testing that has been done until now.
